Following is text referred to in my immediately preceding telegram.
On behalf of the powers represented by Ministers accredited to China, I am authorised to state that note has been taken by them of your communication to lately senior (Portuguese) Consul under date November 8th from which it appears that those authorities at Canton possess- ing power to levy taxes on foreign trade in contravention of treaties governing relationship between China and those nations (? are, omitted) nevertheless indisposed to receive any communication made on behalf of said powers through traditional and normal agency of senior Consul in regard to treaty rights and obligations equal- ly binding on all sections of the country if China is indeed to be regarded as a political entity.
I am instructed not only to renew representations contained in my Portuguese colleague's note of November 5th but to state that foreign nations concerned find themselves at a loss to determine purport of position taken in your note of November 8th and to enquire of you whether its purpose was merely to dissociate rights and obligations and interest of territories controlled
